The City of York should learn about the broken sidewalk theory and should focus funding on the elimination of blighted properties in neighborhoods. This will help with mental health issues, crime issues and stress and healthy living for the people of York. Just because someone is poor does not mean that they have to live like they are poor. Start with all the properties that have red X's on them and get those properties into the hands of people who can take pride in ownership. This may require some financial education or maybe even grants to help with downpayment assistance for people making the transition from rental housing to home ownership. Imagine the single mom who works hard not having to pay $900 every month to a landlord, but instead paying $600 per month to own her own home - that would allow her to work less and spend more time with her children or to take the children to market on Saturday mornings and actually have money to buy them things which would then help small business owners who suddenly have more customers because there are now more people in York with money to spend on products instead of rent.
