- The City should partner with York County Economic Alliance and Downtown Inc Bloom Empowerment Center to provide business assistance and also potentially as a conduit of funding to small businesses
- The City should partner with the County to create a single County-wide Health Bureau, with negotiated minimum level of service no less than current. Would create shared funding, greater effectiveness without residency requirement, and perhaps greater access to Wellspan and UPMC specialists (including mental health)
- The City should partner with and fund grassroots organizations that provide mentoring, reentry assistance and diversionary programs
- The City should create a fund to be used for minority developers who are creating affordable home ownership opportunities in traditionally disadvantaged neighborhoods
