What do you think of the 11 proposed improvements to S. Pleasant Valley Road?
The Virginia Department of Transportation (VDOT) is assisting the City of Winchester with a Strategically Targeted Affordable Roadway Solutions (STARS) study of South Pleasant Valley Road in the 2.2-mile section between East Cork Street and the intersection of Tevis Street. This is a busy north-south commercial route with operational and safety issues due to heavy traffic volumes during peak periods.
The study focused on safety and considered access management improvements and innovative intersection configurations. The study also considered improvements to bicycle and pedestrian accommodations. Traditional widening of Pleasant Valley Road was not considered. The City could pursue funding for implementation of recommended improvements through VDOT’s Six-Year Improvement Program (SMART SCALE).
Feedback Needed
Please review the improvement alternatives below as provided by VDOT and let us know what you think. Improvements are recommended in 11 sections on South Pleasant Valley Road, but completion is dependent upon funding availability. The City will apply for state funding were available.

Improvements: (1A) Add second westbound left-turn lane and (1B) Add northbound right-turn lane

Improvement: Install mid-block crossing between Hollingsworth Drive and Cork Street and a shared-use path for pedestrian access to Leicester Street and Jim Barnett Park

Improvement: Install a two-lane roundabout between Hollingsworth Drive and Cork Street

NOTE: This proposed improvement will advance forward only with future redevelopment of the Noland property. At such time, it is recommended that the site access to this property is aligned with Winchester Station and include an inter-parcel connection to the bank parcel to the south.
