The City of Winchester is an entitlement grantee for Community Development Block Grants (CDBG) from the U.S. Department of Housing and Urban Development (HUD). As an entitlement grantee, the City must submit an Annual Action Plan to HUD, identifying eligible activities (defined per federal law) that CDBG funds can be used for. A timeline for spending the allotted funds is also provided.
The City is working to amend its 2022 Annual Action Plan to add rehabilitation and historic preservation to the list of eligible activities. As part of this amendment process, we're seeking community feedback.
Your feedback helps the City determine ways to designate the limited CDBG funds to advance urban renewal, neighborhood development, open space, historic preservation, public facilities, neighborhood facilities, and utilities.
