My residence is located at 5131 N. Northridge Circle, Tucson, AZ 85718. Said residence is located approximately 250 west of and 800 feet north of the current Tucson City Limits.
The comments delineated hereinbelow are in regards to your Agenda Item scheduled before the City Council on 08 June, 2021. The referenced comments are for your consideration of said item.
SANITARY SEWER SERVICE:
This residence has been occupied by my wife and myself since October 1991. At the time we took occupancy of this residence, we have been connected to the public sanitary sewer system which is owned, operated and maintained by the Pima County Regional Water Reclamation Agency which includes the collection system, wastewater treatment and effluent disposal. For the record, this subdivision has been connected to the public sanitary sewer system since the day the first residence was constructed in this subdivision. The owners literally had no choice as to the service as to the service as mandated by local, county and state ordinances, rules, regulations and state laws. More on the subject of effluent water disposal return to the City of Tucson in the subsection :POTABLE WATER" herein below.
POTABLE WATER
The situation of being connected to the City of Tucson water facilities;ities is identical to the above referenced subsection, :SANITARY SEWER SERVICE".. Residents had no choice.
Infrastructure Use: The information provided does not differentiate between customers, as myself, and rural customers relative to the location to the City of Tucson City Limits; nor does it differentiate relative to zoning. All customers are lumped together. This issue needs to be addressed in a constructive was that is equitable to those living basically in the City.
Resource Use: A significant portion of the water used by county customers is lost to septic systems.... This needs further clarification relative to location and zoning. In my particular case, the wastewater discharged to the sanitary sewer system has its termination bath the Ina Rd. Wastewater Treatment Facility. The city needs to inter into discussions with Pima County regarding the effluent return. Has this been done or has it been contemplated? If not, the situation needs to be rectified accordingly.
Water Conservation: This area needs further clarification regarding location and zoning. Regardless of location, all county residents are all lumped together. This is not realistic or equitable.
State Shared Revenues:This allocation is based on Arizona State Law, and the county residents should not be put in a situation by having to pay higher rates because of this situation. Where is the equality in this? For the City information, most residents in and around my area do all their shopping within the Tucson City Limits; this does provide the City with shared sales tax.
Differential Rate Schedule, Illegal or not: The City needs to provide additional localities for comparsion not just the City of Phoenix. The comparisons need to be relative to the City of Tucson's position. The difference between the City of Phoenix and the City of Tucson in population, demographics and other salient matters are at the extreme. Again, equity needs to be established.
The majority of the numbers provided are vague at best, and I see room for anomalies to be present that distorts the data and there is obviously data that is missing upon close scrutiny of the information.
