No additional funds are justified by previous agreements and laws. We are part of the Metropolitan Tucson area and are guaranteed same rates as incorporated areas.

This increase is not based on capital shortages or needed improvements. If this is strictly political then it is not justified. Pima County has had the same issues with non-metropolitan waste disposal but non incorporated areas are mostly independent with septic systems so therefore Tucson Water seems to be trying to promote independent water companies and then where will their funds come from?
