    I have no idea. What is needed? Is an increase truly needed? We conserve and conserve only to be rewarded with more and more fees.

    I am very upset the city would not treat all customers equally. I don't u derstand how the county residents are not paying their fair share. I understood new neighborhoods/customers pay large fees for installation. Is that not for water? It seems extremely unfair to raise rates on customers who have no say on who represents them. The fact that there is not a specific stated need for an increase at this time is rather disturbing.
