    Water rates are all ready too high, especially in the summer. Furthermore, nothing in this proposal brings any benefit to the people who will be punished basically by zip code. And, to use the extra funds to hypothetically wipe out other people’s debts is unconscionable,@;$ even more punitive to the people whose rates you’re raising.
