    I would prioritize not increasing water rates on a subsection of the entire customer base. If you are going to increase rates, everyone, including your constituents, should feel the burden.

    This seems like a way to increase rates on people that are unable to hold the City of Tucson “leadership” accountable, as they are unable to vote supporters of this targeted rate increase out of office.
