The rates we pay for Tucson Water service are already much higher than the rate I pay at my Phoenix house. Why would a higher rate structure for the unincorporated area be fair? If you are going to raise rates its not fair to target a group of users in the certain area. I would definitely not want to see where my rate increase is funding expansion or providing relief to ANY Tucson water area or resident. It should remain in the community where you are targeting a rate increase for a certain user.
