Many residents in the unincorporated area are on septic, so Tucson Water bears no expense for sewer infrastructure or maintenance for them. I feel time and effort would be better spent charging NEW builds a larger connection fee, in AND out of Tucson boundaries---especially corporate entities such as DRHorton, who are making a large profit off Tucson's infrastructure yet pay porportionately little for those services...case in point how they are degrading Silverbell Road at Goret with literally thousands of heavy truck trips hauling dirt to DR Horton site.
