Tucson water is clearly a regional provider. The differential rate proposal is simply, and obviously an effort to leverage annexation. None of the other explanations are even close to meaning as much to the city and the utility as annexation. The issue here is absolutely not water rates. Generating the same revenue by raising every customers rate would mean minimal impact on a per customer basis. Be strong enough in your convictions to be honest and transparent about your main motive. You should be able to make a case for it if it’s justified, even if those in unincorporated Pima County are not persuaded.
