    Unincorporated users use a disproportionate amount of water, and it costs a lot more to get it to them! As a Pima County resident who is very careful about her water usage and constantly strives to save water, I am TIRED of subsidizing others who are less careful with their water use AND who don't pay anything close to the taxes I do.
