Planning a character area helps to ensure that new development in the area is compatible with the existing character and supports the preferences of the community. It is created using input from neighborhoods, community members and businesses on design preferences and future enhancements in public and private space. The plan also considers what makes this area of Tempe distinct from neighboring areas.
