Please review and provide input on the draft Southwest Tempe Character Area Plan
The Southwest Tempe Character Area Plan is designed to guide future city and private developments in the area, loosely bounded by US 60, I-10, Tempe’s southern boundary, and Kyrene Road. A character area plan is a policy-level, non-regulatory document that does not change the rights of property owners, codes, or ordinances applicable to any property. It will help ensure that new development in the area is compatible with the existing character of the area, and that it supports the community’s vision of its future.
The draft Southwest Tempe Character Area Plan has been prepared based on extensive public input collected from January to May 2024. It is also based on the previous character area plans and concepts in other relevant policy documents of the city. The draft plan consists of the following sections:
- Introduction, Purpose of the Plan, History of the Area, and Existing Traits
- Plan development through a public process
- Planning, Design, and Placemaking Goals, and Principles (14 elements)

Appendices
- Historic and recommended plant palette
- Images from the area that help to define the character of the area
- Images related to the best practices and design principles
- Selected socio-economic data tables for the area
- Planning process timeline
- Links to the summaries of public inputs, presentations, and recordings
Your feedback on the draft plan will help improve the document. An updated version will be taken through the public hearing process for adoption in the fall/winter of 2024.
