Comments / Other Suggestions for Location 1:
An impenetrable vegetation barrier in the El Camino Real median would discourage unauthorized crossing. Additionally, the barrier should be high enough that it covers most car headlights from the opposite direction. Especially evenings in fall/winter time are very risky, when opposite direction headlights occasionally blind the driver, which also leads to drivers slowing down unnecessarily, and causing uneven flow of traffic.
Speeding in traffic light controlled intersections is often related to trying to get through the intersection on the green (or yellow) light. To mitigate some speeding (and red light violations) it would help, if the traffic lights would have indicator (e.g. countdown) how long the light is still green.

Bus stops should claim space from the parking lots of the shopping centers. There's plenty of space to create bus stops so that buses don't need to stop in the right side lane of El Camino Real, and thus create risky bus bypasses / lane changes and slowing down of traffic flow. Also there should be clear pedestrian path from the shopping centers to the bus stops. Currently one needs to walk between the cars (in parking lot), and as there is no clear route, people just walk anywhere.

To mitigate some speeding (and red light violations) it would help, if the traffic lights would have indicator (e.g. countdown) how long the light is still green.
A more comprehensive fix for this location (2) could be to build pedestrian bridge to connect the two shopping areas on both sides of El Camino Real.

An impenetrable vegetation barrier in the El Camino Real median would discourage unauthorized crossing. Additionally, the barrier should be high enough that it covers most car headlights from the opposite direction. Especially evenings in fall/winter time are very risky, when opposite direction headlights occasionally blind the driver (since in this location the road also curves lightly), which also leads to drivers slowing down unnecessarily, and causing uneven flow of traffic.

To mitigate some speeding (and red light violations) it would help, if the traffic lights would have indicator (e.g. countdown) how long the light is still green.
A more comprehensive fix for this location (3) could be to route traffic differently. Since there is basically 3 intersections in triangle and close proximity, perhaps the traffic could be rerouted so that turn signals could be removed entirely on either of the signaled intersections. For example re-route left turn traffic from southbound Wolfe Rd to El Camino Real to use Fremont Ave to access El Camino Real (the stop-signed intersection a little further ahead). Another modification to the location (3) to relieve "pressure" from the intersections would be to re-route traffic north/westbound on El Camino Real that want to go westbound on Fremont Ave (there is a lot of it). Perhaps there could be stop signed access through the El Camino Real median to Fremont Ave in the Fremont Ave to El Camino Real access (near Eleanor Way).

Perhaps the traffic lights and stop line for cars could be 10 feet earlier (i.e. further away from the actual intersection). That way, there would be a little more space to detect pedestrians and to react.

There is no clear path for bikes to cross Mathilda. For example, the bike lane on Maude end well before the intersection and continue after the intersection, and _after_ the pedestrian refuge island on the north-east corner of the intersection. Thus bikes need to either use the crosswalk or go in front of cars accelerating from the lights. A clearly marked path would indicate to bikes and cars how to cross safely together.

To mitigate some speeding (and red light violations) it would help, if the traffic lights would have an early indicator (e.g. countdown) how long the light is still green. Southbound on Fair Oaks the road makes a tight curve and it's difficult to predict the lights in the intersection. Also the low speed limit tends to conflict with what appears to be the grade of the road (a major artery) thus drivers tend to drive faster.
A comprehensive fix could be a pedestrian bridge over Fair Oaks to allow safe access to/from the nearby park.

There are good markings for bike lanes already, but close to intersections and drive ways (to shopping area parking lot) the bike lanes have little protection and drivers don't respect (and stay away from) the bike lane always. Also coming from the parking lots, there is very little space and usually a very small window of opportunity to enter the traffic flow.
