Continuous traffic enforcement by motorcycle police. I often cycle through this intersection and see people run red lights all the time, especially during rush hour. Typically on my rides I see two red light runners per ride at more than one intersection in Sunnyvale and/or Cupertino
One idea to supplement this survey: Leverage your local cyclists to report on these intersections for you after every ride. As cyclists, we are keen on statistics taking and sharing our rides with those in our community, especially with our GPS units and apps like Strava. At the end of any one ride, I would be more than happy to report my observations to the town of Sunnyvale, such as number of red light runners I saw at an intersection on that ride. Doing this would simply be part of my statistics gathering habit anyway. Eventually you would have a semi-real time heat map of what people are seeing. At least cyclists.
