I contend:
1) If phone use distraction was a prominent cause of accidents, then the Police would be noting that in their reports – which they are not.
2) I do not see a prominent problem while driving in Sugar Land and think another ordinance is not warranted.
3) If an accident occurs, there are ordinances in place for that regardless if the cause is from phone usage or not.
4) It is rare if one can determine if a driver is texting or just keying in a phone number.
5) There is very little difference between a vehicle’s ‘onboard device’ and cell phone usage.
6) People are so dependent upon phone use for various functions that it is difficult to prohibit its usage; driving directions, GPS etc.
7) Does an ordinance really make that much difference because I see drivers frequently using cell phones in Missouri City.
