What are your thoughts on the current ethics code for elected and appointed officials?

Are there areas of concern you have with the current Ethics Code?
Correct me if I'm wrong but the statement below has me believing the ethics codes are only guidelines:
The statements of purpose and principles contained in this division 1 are for guidance only. They are not intended to create binding obligations, to serve as a basis for disciplinary action, or to create any private cause of action. The rules of ethical conduct contained in division 2 below, are intended not only to serve as a guide for official conduct, but also as a basis for discipline of city officials who do not abide by them.
Are there issues you believe are missing from the current Ethics Code that need to be addressed?
The code should list potential actions should the code be violated. Reference laws that are currently in place for these types of violations.
Any other additional information you would like the Citizens Ethics Task Force to consider?
All donations, trips, etc. over the $100 limit should be listed on the WEB site when searching officials names.
