Here are a few thoughts from me.
I support keeping the character of downtown Prior Lake and I don't think we will lose that with the right improvements. The growth in the area has increased the demand on our highways and that will continue for years to come. I would like to see the stop sign removed on 21 along with dedicated left turn lanes and channelized right turn lanes from 21 onto 13 to move more vehicles at the lights.
Could a raised walkway/bridge or underground tunnel be installed for pedestrians to cross over 21 in the downtown area? I see pedestrians almost getting hit often. I know that will cost $$, but be safer and it will keep downtown connected.
Major road projects to solve specific issues only come every decade or so, so planning this one right by building beyond the anticipating growth would be better than a band-aid approach.
One final comment...I am guilty of cutting through side streets to avoid that stop sign as many people do. That intersection is the most painful part of my drive in the morning and evening when commuting to/from work.
