We live in the Lakefront Park area and also work in Prior Lake south of the cty 21 interchange. We travel it daily. For us, the commute is short on hwy 13, but I can see that 21 gets backed up a lot. I also bike frequently and always cross at the 21/Main St. 4 way stop. That is the best place to cross as people have to stop, but it is also concerning, as there are many people who do not look for pedestrians/bicyclists. I usually wait to make sure I make eye contact before I start across, as I have had people pull out in front of me. After work hours the intersection does get very congested and I can tell people are frustrated. But we still do need to keep access to downtown, to keep the downtown viable. If we just want to take care of commuters, do a big bypass south of town and have it hook up again to 21 to the east and west of Prior Lake.
