I am a commuter that tries to stay away from the 13/21 intersection during peak times because it is a mess. I feel that vehicles should have priority because it is the majority of the traffic. There is no need for the four way stop to be one block up from the light and seems to cause most of the backups. Maybe put the four way stop west one block. We could also do no left turns during specific hours. Because pedestrian traffic is so light we could try to do something similar to 50th and france blinking crosswalks. if Main Ave. was right in, right out with blinking crosswalks to support 45 pedestrians a day then cars would only be driving a block out of the way.
