Minnesota’s cannabis law (Minnesota Statutes Chapter 342), passed in 2023, established a regulatory framework for the state’s new cannabis industry. Chapter 342 legalized recreational use of cannabis and created different cannabis business types, with accompanying licensing for different components of the cannabis industry such as growing, processing, packaging, transporting, delivering, testing, event organizing, and retail operations. In response to this new legislation, in December 2024 Scott County adopted Chapter 17 of the Zoning Ordinance for land use controls of this industry.
