February 10, 2025, Public Hearing: Interim Use Permit PL2024-076 for Pentagon Materials, Inc.
Pentagon Materials Incorporated is requesting to amend their existing Interim Use Permit (IUP) to expand sand and gravel mining operations on the Lloyd & Lorraine Schultz Trust property located in section 33 of St. Lawrence Township. Pentagon Materials received IUP approval to mine 26 acres of a 39-acre parcel, owned by Schultz Gravel Pit LLC, and is now proposing to expand mining operations to the north and east on the Schultz property. The mining expansion will increase the size of the mining operation to 86 acres.
The current mine is permitted to mine sand and gravel resources, which includes excavation, processing, stockpiling of aggregate materials, as well as asphalt and concrete recycling though a solid waste license. The mining operation is permitted to mine into the water table, which is currently done 15-20 feet utilizing a backhoe to extract material. As the proposed 60-acre mine expansion exceeded the statutory minimum 40-acre threshold it triggered a mandatory Environmental Assessment Worksheet (EAW). This EAW process occurred late summer/early fall 2024 with the Scott County Board of Commissioners issuing a Negative Declaration on the need for an Environmental Impact Statement (EIS) on October 18, 2024, which allows the IUP amendment to proceed.
