February 10, 2025 Public Hearing: Interim Use Permit for Valley Paving Inc. to Operate a Portable Asphalt Mixing Plant

Valley Paving has requested an Interim Use Permit to operate a portable asphalt mixing plant at their Belle Plaine mine site for 240 hours during the 2025 construction season. Portable asphalt plants are allowed for up to a maximum of 240 hours if they are located within an existing gravel pit that has an approved mining IUP and the plant will provide material primarily for public road projects.

The mine site and previous asphalt plants have historically been approved through the Belle Plaine Orderly Annexation Board. The Orderly Annexation Agreement between Belle Plaine Township and the City of Belle Plaine expired early in 2024. Because the Orderly Annexation Agreement expired, the public hearing for the asphalt plant has been held before the Scott County Planning Advisory Commission for the 2024 & 2025 construction seasons.
