January 13th, 2025, Public Hearing: Preliminary Plat of Red Rock Industrial Park & Conditional Use Permit for Dem-Con HZI BioEnergy, LLC
Dem-Con Hitachi Zosen Inova, now Kanadevia Inova, (DCHZI) BioEnergy, LLC is requesting a Conditional Use Permit (CUP) to construct an operate an anerobic digester with gasification and biochar technology. The facility will be located on 26 acres located in section 28 of Louisville Township on property that is zoned I-2, Heavy Industrial. The application also includes a request for preliminary plat of Red Rock Industrial Park that consists of 2 lots on 30 acres. Lot 1 will be the 26 acres for the digester and Lot 2 will be a 4-acre parcel reserved for future use, likely associated with Dem-Con Landfill.
Dem-Con Properties LLC owns 15 acres of the proposed plat/digester property and has a purchase agreement with Bryan Rock Products for the remaining 15 acres. Bryan Rock has an Interim Use Permit (IUP) to mine aggregate product out of the 15-acre site ahead of the digester. Mining reclamation will grade the site to a development ready condition for the digester project. Bryan Rock also worked with Louisville Township to vacate approximately 1 acre of road right-of-way along the north property line that previously was 145th Street West, since that road was disconnected from US Highway 169 as part of the County Road 14/147th Street West overpass project.
