Mid America Festivals is requesting modifications to two (2) conditions in their 2023 Conditional Use Permit that would a.) re-set the price of an at-the-gate Parking Pass and b.) allow their professional parking company to sell daily Parking Passes in a number equal to the number of vehicles that leave the site with continuous monitoring beginning in the afternoon of each festival day.
The Minnesota Renaissance Festival (Festival) is a popular event held annually in Scott County. The event occurs on weekends from late August through early October. The Festival, which began in 1971, draws over 300,000 annual visitors who immerse themselves in surroundings and characters meant to give the visitor the experience of the English Renaissance period. The Festival has been held at its current location in Louisville Township since 1973.
Scott County issued Conditional Use Permit (CUP) #616-C-8 to Mid-America Festivals Corporation (MAF) in 1982 to operate the Minnesota Renaissance Festival and Trail of Terror. This permit was amended in 1998 and again in 2023 and recorded on tracts of land in Section 16 of Louisville Township (see attachments). The legal description of this recorded permit includes properties owned today by Bryan Rock Products, Inc. (PID#s 079210190 and 079280090) and the Shakopee Mdewakanton Sioux Community (SMSC) (PID#s 079210011, 079210010, and 079160042). The 2023 permit includes 40 enumerated conditions that need to be met, and remain in compliance, in order to continue operating this land use.
