One of the City of San Mateo’s Council Priorities is to reduce train horn noise by enacting a City-Wide Train Quiet Zone, which would minimize train horn noise near rail crossings.
On a scale of 1 to 5, how important is reducing train horn noise to you? (1=not important, 5=very important)

How frequently do you cross the railroad tracks on Villa Terrace? Never
Are you aware of alternative routes if the Villa Terrace railroad crossing is closed? No
Given the safety and noise reduction benefits and minimal impacts of the project, how strongly would you support the closure of the Villa Terrace railroad crossing? Strong Support
Given the safety and noise reduction benefits and minimal impacts of the project, how strongly would you support the concrete medians being installed on Bellevue Avenue? Strong Support
Please briefly explain your reasons or concerns for supporting or opposing the safety measures for this project. It has become very difficult to sleep in night and early morning due to train horn noise. This project would really help with that

Please briefly explain your reasons or concerns for supporting or opposing the safety measures for this project. I'm concerned about an increase in horn noise with more frequent electrified service. I also find both of these grade crossings to be dangerous and would consider their closure to be beneficial to the community.

Is this an improvement you would like to see at the intersection? No
What are your concerns about the potential trade-offs? (select all that apply) Other - drivers trying to "beat the light"
Do you have any additional comments or concerns? I am thoroughly and implicitly against installing a signal in the intersection. The only issue that needs to be addressed is student safety an hour in the morning and an hour in the afternoon. Installing lights will not do this. Having crossing guards, a flashing intersection, and police enforcement would. Not a signal light. I have witnessed many a near miss while leaving the are around Aragon High while picking up or dropping off my daughters when they went to school there. Kids are kids, and they will do what they will, it's up to us to keep them safe. The safest thing for them is crossing guard, or police directing traffic.
Additionally, I'm not sure who in the beresford or hillsdale neighborhoods asked for a signalized intersection, but I would like to know. It seems to me that this a back handed way of moving car traffic through the neighborhood in anticipation to further congestion from the hundreds and hundreds of housing being proposed in the neighborhood, and more specifically Hilllsdale Mall itself.
I have lived on Hillsdale for more than twenty years. No one approached us about this. We have not been asked to give our opinion on this until now, when it seems the city has already made a decision.
Assign some officers to direct traffic during school drop off and pick up, enforce the existing laws by ticketing people and the need for a signalized intersection will vanish, and it will take with it the transformation of the block from a 25MPH neighborhood that people normally drive 35MPH hour on, to freeway speeds in an effort to beat the light.
Additionally, Hacienda and Hillsdale is another gridlock and dangerous intersection that could be helped by enforcement and police presence.

Please briefly explain your reasons or concerns for supporting or opposing the safety measures for this project. 1) I need more information about the length and height of the concrete medians on Bellevue Ave. Can a mock-up or visual be provided? How many resident driveways will be affected?
2) The stated purpose of the median is to keep vehicles from driving about the barricades when down, but is this really an issue? Couldn't this be accomplished with a four quadrant gate?
Do you have additional comments or concerns about these safety measures? Did the city consider closing the at-grade crossing at Bellevue Ave completely? This would seem like the safest approach and also reduce noise from both the horn and the crossing signal.

Please briefly explain your reasons or concerns for supporting or opposing the safety measures for this project. I support the project. Frequent and regular train horns and other noise substantially decrease the quality of life for those of us who live in the surrounding neighborhood. This is particularly acute for the Union Pacific freight trains that run during the late evening and early morning hours, when most are asleep. Train noise can be so loud and irregular that typical sound abatement measures are ineffective. Moreover, recent medical research indicates that noise, such as this, is not merely an annoyance but can substantially imperil health. The closure of certain crossings and other measures will have minimal impact on traffic as there remain many paths to cross the tracks. Any traffic impacts would be substantially outweighed by the improvement in quality of life from reduced noise.
