Maintain infrastructure to withstand some hazards; have a disaster response plan; have/get the resources to execute the plan; provide information to the public as to what they can realistically expect from the government in the event of a disaster.

Provide timely and accurate information to the public; execute the disaster response plan; reach out to County, State, Federal agencies for assistance commensurate with level of need; provide facilities and resources to support those affected and provide guidance to enable affected individuals and families to become self sufficient as quickly as possible.

Assemble teams to evaluate what worked and what didn't work; revise the disaster response plan based on "lessons learned"; provide information to the public summarizing the response efforts, the cost, the lessons learned, the revised expectations moving forward.
