This proposal is short sighted and oppressive. It impairs the City's goal of increasing housing through installation of Accessory Dwelling Units. It also impairs a property owner's rights to keep and maintain their existing structure and that structure's heating, lighting and power infrastructure. There is merit in providing that new separate structures be provided with new low or no emission energy systems. There is merit in similarly conditioning new additions to an existing structure; but no justification for requiring the rest of an existing structure to be retrofitted with replacement low emission energy systems.
