In addition to recommending the installation of solar panels one might allow a substitution for wind turbines when the project is located under a tree canopy or where the sun may be blocked by neighboring buildings. Passive solar principles should find their way into these guidelines. More guidelines could include quantifying the cooling benefits of cool roofs and walls to reduce the urban heat island effect. More precision should accompany the justification for "hardship". I attended one of the workshops and I am pleased that the City is addressing the existing housing inventory in addition to new housing. I think the "reach codes" should be as comprehensive as possible without triggering court challenges.
