Redwood City is currently exploring a policy that would require landlords to offer tenants the first right to return to a rental unit after a substantial renovation. Do you think such a policy is necessary or would be helpful? Why or why not?
I have spoken to people who were evicted on the understanding that improvements were needed, and they were not promised a right or return, leaving them to search for new apartment at high cost (First mo. last month, deposit). This can make housed people homeless! Right of return is essential.
Is there anything else the City can do to continue improving relationships between renters and landlords?
