What do you think of the Bulldog Boulevard Improvement Project?
The Utah Department of Transportation (UDOT) and Provo City proposed this project to improve safety for all modes of traffic on Bulldog Boulevard between 625 West and Canyon Road. Council members have received a lot of email about this project and would like to hear from more Provo residents.
The Bulldog Boulevard corridor has a severe crash rate that is 7.5 times higher than the statewide average for similar roadways. Studies show that installing center medians and removing unexpected mid-block movements significantly reduces traffic accidents. The project goal is to provide a safer travel experience along the Bulldog Boulevard corridor for all modes of transportation while minimizing negative side effects.
Funding from the project has come from UDOT, Mountainland Association of Governments, and Provo City. Provo's portion was in the approved budget for Fiscal Year 2017-18 and the proposed budget for Fiscal Year 2018-19. Mayor Curtis originally announced this project on his blog.
PROPOSED DESIGN
- Install raised center medians along the corridor
- Design intersections to allow U-turn movements for all sizes of passenger vehicles and smaller delivery vehicles
- Repurpose the outside travel lane in each direction to provide buffered bike lanes, protected by raised buffers where possible
- Install new signalized intersection at 400 West
- Provide landscaping in raised buffers and center medians where possible
- Increase awareness at all vehicle/bicycle/pedestrian conflict points.
Construction is projected to begin in late winter or early spring of 2019, with an estimated 4-5 months to complete construction.
PROJECTED RESULTS
- The four travel lanes (two in each direction) provide capacity for about 40,00 average daily trips (ADT). Current ADT on the road is 27,000.
- Estimates for peak hour commutes according to a projection for year 2040
- Morning commute (eastbound) increased by approximately 4 seconds
- Evening commute (westbound) increased by approximately 40 seconds
- Center medians channel all cross-traffic movements to intersections where they are expected and can be controlled
- Buffered bike lanes remove bicycles from travel lanes and sidewalks increasing safety for all modes of transportation and all skill levels
