Jeffrey Hammond
- Provo: Provo resident, owns property in Provo, owns a business in Provo, works in Provo.
- Reason for Applying: I grew up in Provo and chose to come back to Provo after medical school and residency to raise a family and open a business because I love it here. I love that Provo is growing and feel that growth is a good thing, but that it is important to have controlled growth to maintain the beautiful and wonderful city we have. I think that I am well equipped to listen to residents' feedback and present those ideas.
- Goals: Over the past couple of years that I have been back in Provo, there have been presentations for apartment buildings and businesses. Like I said above growth is great, but we need to keep these potentially building projects in line with Provo's goals and the resident's desires. My goal would be to convey the resident's desires to the city council and mayor and help keep things flowing smoothly between residents and elected officials. Communication between them is key.
Zachary Holzapfel
- Provo: Provo resident, owns a business in Provo.
- Reason for Applying: I am invested in Provo’s success on many levels from student housing to raising a family. I want Provo to continue to be the best city in the greatest state in the union. I think I represent a lot of the characteristics that have made this a great city and reflect a large majority of Provo residents and will act in their best interest.
- Goals: My goals would be to facilitate open and transparent communication and involvement in Provo City affairs between the City Council and my neighbors. A broad consensus begins with communication. The more we involve ourselves the more responsibility we take in the kind of community we are fostering. Not many folk will litter in their yard and if we can all feel the civic pride that comes from deeper involvement and ownership in the community the better our city becomes.
Shelby Watson

- Reason for Applying: Committed to helping our community by listening, connecting, and making sure everyone’s voice is heard.
- Goals: Preserving Provo's core values for future generations is a responsibility I take to heart. As a mother of four, I am deeply invested in keeping our community safe, welcoming, and vibrant. Provo's neighborhood charm and connection make it special, and I’m committed to protecting that while embracing thoughtful growth, development, and sustainability. I’m ready to tackle the challenges of progress without compromising the unique qualities that make Provo the place we proudly call home.
About the Program - The Neighborhood District Program provides public participation and involvement in Provo City affairs and facilitates communication between the Provo City Council and the public. The Neighborhood District 1 Executive Board is made up of two representatives from each of these neighborhoods: North Timpview, Riverbottoms, Sherwood Hills, Riverside, Edgemont, Indian Hills, Rock Canyon, and Pleasant View.
Responsibilities of the Neighborhood District Executive Board Members are to --
- Listen to Your Neighbors: Be the go-to person for your community's concerns and ideas.
- Shape the Agenda: Decide what's important for Neighborhood District meetings.
- Keep Everyone Informed: Alert residents about proposed developments and changes.
- Represent Your Community: Speak up at Planning Commission and City Council hearings.
- Get Funding: Apply for grants to support neighborhood projects.
- Organize Events: Plan service projects and neighborhood socials to bring everyone together.
The two Neighborhood District 1 Executive Board Members representing the Rock Canyon Neighborhood serve 48-month staggered terms. The current board member is Paul Warner and the outgoing board member is Laura Middleton.
