Keeping precincts in southeast Provo in one district.
Several precincts in and around Brigham Young University have very large populations and dramatically impact the effort to balance population across districts. These precincts are currently in parts of four different districts, with one district having a much larger college student population than the others.
West side generally refers to the area west of the freeway. There is not enough population west of the freeway to make a district without including some precincts east of the freeway. Several ideas on what precincts to include are:
Grandview area (north)
East Bay/Spring Creek, etc. (south/southeast)
Parts of Dixon, Franklin, and or Franklin South (central)

I think this survey is difficult to determine because the maps are not clear and what is trying to be accomplished by each is too difficult to navigate. The power balance in Provo always goes to the districts that have the most money particularly because of the city wide council member options.
What do you like best about the map(s) you chose?
A map should be devised that has 7 districts so the power balance can be distributed over the city. Right now northeast part of the city, where the most money is ,generally wins elections because they have more money to put into the campaigns. If we are concerned about equal voice in the city and listening to all the population, this districting should be changed to reflect valuing the opinions of those from all of our city.
Certain concepts were discussed when reviewing the submitted maps. Please rate the importance of each of each concept in evaluating the City Council District maps (1=not important, 5=very important)?
Preserving central/downtown area district - 3
Preserving southeast area district - 4
Balancing number of registered voters - 5
Splitting college student population across districts - 4
Grouping by communities of interest - 3
Creating a westside district - 4

Balance the city so our elected officials don't always come from the same wealthy part of the city.

While not a requirement, balancing the number of voters is very challenging when meeting the requirement of balancing the population across districts.
