I strongly disagree with this proposal. I had similar comments last time this input went around.
Provo (especially Joaquin) has more cars than there are places to park. We have a problem of too much demand and not enough supply. This proposal attempts to decrease the demand for parking under the assumption that maybe less people will park in Joaquin if they have to pay for it. However, there is no way to get less people to park in Joaquin, because we live here. We have to park here. It is very difficult to change the demand in this situation. Typically, if you charge a higher price, demand goes down. But if the city charges a high price for parking, and less people can afford it, then you have some people paying a large fee to park close to their own apartments, and other people parking farther and farther away. This is a lose-lose. If you charge a very low price, then every student will be able to afford it, and it won't change the demand at all. Instead, we need to change the supply. There are several very old buildings in Joaquin, and probably a couple aren't earthquake safe. If we were able to knock down a couple apartment buildings, and build a parking garage, we could increase the supply of parking available. Please consider building a parking garage in Joaquin. Metered parking will NOT solve the problem; there will be the same amount of cars that need to park by the apartments that they live in.
