Charging for parking is not going to solve the parking problem. All charging for parking is going to do is cost people that need to park on the street another fee. Many people NEED to park on the street because there are not enough off-street parking spots in many areas. This parking program is currently targeting the Joaquin neighborhood. The north part of the Joaquin neighborhood houses many of the students that live in this city. Provo was built on the back of BYU. Without BYU, Provo would still look like Nephi. And, we continually punish the student population with more fees and taxes. I will be the first to admit that it is difficult to park in some areas of the Joaquin neighborhood along with other parts of Provo. However, the difficulty exists because there aren't enough parking spots in that neighborhood. Charging for parking is not going to magically create more parking spots. And, unless you charge an outrageous amount for the on-street parking, you aren't going to deter people from paying for that parking.
Take a BYU football game Saturday, for example. It is difficult to park around the stadium on those Saturdays. It used to be that nobody charged for parking around the stadium, now everyone does. And, in some cases, it's quite expensive. However, even with everyone charging for parking, there is still a parking "problem" around the stadium during a football game. Charging for parking didn't solve anything.
I think sometimes in life we think there is a solution to every problem. Unfortunately, some problems in life don't have a solution. We live in an imperfect world with problems. People that have lived in the Joaquin neighborhood have figured out how to exists with the parking struggles for decades. We can continue to exist with the parking situation.
