Yes, fix the zoning to allow accessory apartments in neighborhoods near BYU. The NIMBY attitude that kept these apartments out and kept a bus stop off 9th East are working against the goals of having affordable housing and a vibrant university community.
On pg 36 the "elderly by-right allowance" should be everyones right and not based on age which makes it an illegal provision under federal laws. The zones where accessory dwellings are allowed should be expanded to accommodate the growth that has occurred over the past several decades and likely expanded more to enable additional growth.

CL4 on pg 68 sounds like the City wants to be Big Brother. Bigger government often has a higher cost than value. Increased tax base can be more easily achieved by less government. Maybe that is what the document means by efficiency but the proactive part sounds like bigger government as a solution which won't work.
