Page 31 - We should be talking about methods for land conservation including density bonuses, land trusts, conservation easement and the funding needed for those strategies. One challenge is also about how to encouraging receiving areas for density credits to not be NIMBY-ist but see their role in open space preservation.

Page 52 - it strikes me that there has been a pendulum over time in residents hoping the city will protect their neighborhoods from "evil" developers to making development easy and affordable. The key is finding balance, which is increasingly hard to do, especially when the state legislature is dominated by development interests. I don't think the GP draft has captured that nuance. I would also resist the idea of reducing or eliminating impact fees for new development. These are costs that have to be paid to accommodate new growth; reducing the fees just means that either current residents and rate payers cover that cost, or that we don't build infrastructure and thus push development to other communities because our infrastructure is tapped out.
Also, a big part of the challenge with citywide ADU's is the city's ability to regulate them and enforce compliance for occupancy. Enforcing occupancy has been a big community priority, but the actual process of enforcement is virtually impossible without draconian methods that would not be tolerated - like convincing a judge to issue a warrant for going into a dwelling unit to count beds or to determine the familial relationships of residents.

Pages 59-60 - Provo is a regional economic center and as the rest of Utah County grows faster than Provo in population, our major arterial roads will require widening. It will not be enough to provide more bike lanes, trails, sidewalks and transit. Wishful thinking won't make that change. The General Plan should acknowledge that at best we can work around the margins on active transportation, but growing traffic congestion due to non-residents coming to Provo has to be addressed to preserve our quality of life.
