Voter participation is low but there's not much you can do about that. I don't think the survey accurately described the current election process. If the purpose of the primary election is indeed to whittle down the field to just 2 candidates for a position then it's a good system. The "general" election should not include write-in candidates. That should be done in the primary election. The purpose of the (misnamed) general election should be solely to choose between the 2 primary candidates. It should be considered a "run off" election, allowing a majority of voters to select the candidate of their choice so we are confident that the winner was elected by the voting majority, more than 50%. This allows voters to either vote for a candidate they like or vote against one they don't like. If there are more than 2 candidates in the final election then a strong coalition can elect a candidate with a minority of votes. For example, if there are 3 candidates, one of them could win by securing just over 33% of the vote by having a solid minority coalition which essentially disenfranchises the opinion of the majority.

It's only virtue is the reduced cost of elections, or if there is no primary and the run-off election is between more than 2 candidates, a very modestly better system. The best system is a primary election to narrow down the field to just 2 candidates and a run-off election to allow all voters to decide between the final two. Voters who may not like either candidate are now allowed to research more about the two remaining candidates to decide if they like one more than the other, or conversely, they find one less opprobrious than the other. This is more costly to run and requires more time, but it assures that the person elected was elected by a majority of voters.
