Preliminary Development Concepts
During this stage of the planning process, members of the consultant team translate the ideas and requirements of the Broadway Corridor site into the first drawings of what the development could look like. These preliminary development concepts are the result of feedback and input from the Broadway Corridor Steering Committee, the public at Open Houses and an online survey, and city staff and consultants.
Creation of the Preliminary Concepts
Extensive public input which was gathered from the public during the July 25 Open House and Online Open House, the Steering Committee, and city staff and consultant study team members has guided the development of these preliminary development concepts.
How Your Input Will Be Used
We need your opinion on which aspects of the design resonate with you to create the best blend of features in the next set of refined concepts. These refined concepts will be presented to the public at the next project open house in November.
PLAY describes a place that emphasizes:
• Active Recreation
• Health & Wellness
• Resilient Community
PLAY extends the North Park Blocks to Johnson with a flexible open space that can be used for sports and community gatherings.
Some ideas for how this space can be used or the kinds of adjacent uses that would have synergy with PLAY include:
• Art plaza
• Woonerf (Living Streets) – note that a woonerf is a street that functions as a social space while allowing for pedestrian, bicycle, and vehicle movement.
• Small business incubator
• Adaptive reuse

What can be improved about PLAY so it is a place for all Portlanders including communities of color and low-income residents?
NATURE describes a place that emphasizes:
• Shifting the grid
• Green heart: this refers to the function of the open space in this concept where open space is located in the core and functions as a connector to nature within the urban landscape.
• Gathering spaces
NATURE expands access to nature and health with a central urban forest, landscaped pathways and green buildings.
Some ideas for how this space can be used or the kinds of adjacent uses that would have synergy with NATURE include:
• Access to green jobs
• Iconic architecture
• Community gardens
• Thematic connection to the river

DISCOVERY describes a place that emphasizes:

DISCOVER centers activity around Union Station and the Broadway Bridge, surrounded by small open spaces, alleys and development.
Some ideas for how this space can be used or the kinds of adjacent uses that would have synergy with DISCOVERY include:
• As a link between Old Town/Chinatown and the Pearl
• Independent retail
• Community market space (shown near Union Station)
• Pocket parks

What is a disruptive statement?
A statement
containing personal attacks, profanity, commercial advertising or content which is entirely off-topic, and/or
from a user who has falsified their registration information with the intent to post multiple statements in one topic or to misrepresent their city of residence.
Why does Open Town Hall monitor for disruptive statements?
OpenGov is a non-partisan company dedicated to building public trust in government and broadening civic engagement. Many people will not participate if the forum has disruptive statements.
Does Open Town Hall find many disruptive statements?
No. Disruptive statements are quite rare - less than one in a thousand statements are disruptive.
What does Open Town Hall do if they find a disruptive statement?
Open Town Hall
moves the statement to a different web page,
describes the problem in an email to the author, and
invites the author to change the statement.
Does Open Town Hall ever edit or delete statements?
Never. Only the statement's author can edit or delete a statement.
If I disagree with someone, can I post my opinion?
Yes. Open Town Hall encourages open dialog which, by necessity, includes disagreements.
How do I know if my statement is a 'disagreement' or a 'personal attack'?
Personal attacks are disparaging remarks which impute motives to a person's action. Statements of fact, or of your own opinion are generally not personal attacks.
Here are some examples of statements which are, and are not, personal attacks.
