I know tech companies are always looking for data scientist and critical creatives I would get in touch with local established tech companies to see what are they looking for in hires. Also people need spaces to start their small businesses and progress to the next level. Ask emerging business (500K - 1M yearly) what they are looking for and what they need.

What can we do to make this happen? Who should be involved?
I am not certain what "Portlanders" mean in this section. I know that many of my generation (Millienals) wants to move back into Portland but the city economy doesn't attract the talent or the opportunity. I would see what assets and benefits actually attracts people to Portland. I would talk to new economy active transplants and see what brought them to Portland.
GOAL 3: KEEP PORTLAND CONNECTED
Strengthen multimodal transportation connections; enhance the public realm to improve accessibility and create vibrant public spaces and recreational opportunities. - 5 - Very important
What can we do to make this happen? Who should be involved?
I think the Portland urban culture of access is on the right track. Making a this area safe and accessible to businesses and residences would attract positive urban activity. I would talk to developers of other neighborhoods of Portland and ask them about what works.

Develop the site so that it reflects high-quality construction, resource sharing, environmentally-friendly practices and social responsibility. - 5 - Very important

Lets ask what opportunities would make Portland businesses grow and what would attract outside business to start here and grow? Lets talk to innovators and founders what do their investors want to see.

I think people who have made and sold their 1st business want to start a their 2nd one in Portland, while raise a family. In SF it is almost unavailable to raise a family and start/run a business unless you have abundant resources. Can Portland offer the right soil to grow families and businesses? I want this new development to say "YES".
