What can we do to make this happen? Who should be involved?
Create open space for public spaces; This area needs investment of upwardly mobile income levels; middle & upper income residential to create a better balance with existing service sector – the dynamic at street level must change! Thus my lower score if "accessible" means low income and further dependence on social services; drugs, homeless, etc need solutions!
Involve Parks dept; UO & PSU architecture; maybe a competition by younger architects and designers paired with developers
GOAL 3: KEEP PORTLAND CONNECTED
Strengthen multimodal transportation connections; enhance the public realm to improve accessibility and create vibrant public spaces and recreational opportunities. - 5 - Very important
What can we do to make this happen? Who should be involved?
Create strategies for creative landscape and public space design; do not implement Portland's typically bad public art! Look at ArchRiver initiative St Louis who put out a competitive call for contemporary organizations and/or curators

Develop the site so that it reflects high-quality construction, resource sharing, environmentally-friendly practices and social responsibility. - 5 - Very important

The most important ingredient is who are the visionaries leading the over all development? From inception, creating a visionary conceptual framework and team will lead to strategies and implementation that carry it through to fruition; if a mish mash of public input and compromised vision – then it will fail to achieve its potential. The James Beard public market with leading architects leading the public input should be a model for this 24 acre site!!
