  • What do you like about the Plan?

The focus on equity, complete neighborhoods, and creating a Portland for all people.

  • Does anything in the Plan need greater emphasis? Please explain.

How do you plan to foster equity and complete neighborhoods? Complete neighborhoods to me, mean affordable and livable for people at all income levels, but I'm not sure that is what PDC means. Your plan doesn't address affordability yet.

  • What is missing from the Plan? Please share your advice:

Housing affordability. Only working towards economic development, wealth creation for low income families, and higher paying jobs will never solve for our need for affordable housing options for people with fixed incomes, low wage jobs, disabilities, etc. Housing affordability must be a part of our complete and equitable neighborhoods plan.

  • Is there anything else you would like to share?

A city is about our people. The opportunity to thrive in school, health and career and together as a community, requires homes that people can afford. Right now, 50% of Portlanders pays more for housing than they can afford and most people with lower incomes pay more than half their income for housing. When housing is unaffordable, our community members are at risk of displacement, health crises, hunger and homelessness. Unless we plan for a place with affordability as one of the main facets of our infrastructure, our neighborhoods will never be complete and our city will never be equitable.
