    There's a better way: a volunary program recognizing those who rent to people with an incarceration history, and a status allowing those rentals to be provisional like Shelter Care Plus. As proposed this will increase fear, and unfarily cloak inocent (non-incarcerated) people of ceratin backgrounds with taint.
