    As I get older and closer to retirement the cost of Berkeley property taxes becomes a factor in my choosing to leave Berkeley and california rather than work 5-10 more years to be able to afford to retire here. Any plan should consider whether recipients are receiving adequate benefit for merely affording to live in Berkeley while employed or realistically for life long residency
