In keeping with City Council’s Vision 2036 priorities and its commitment to equity, the Housing and Community Development Committee has brought forth the following concepts for consideration.
Please rank each from Strongly Disagree (1) to Strongly Agree (5).
Establish a cap on the number of successive years that an agency can be awarded funds. - 1
Set a designated award amount for all grants where all awarded grants would have the same value. - 3
Require 501c3 status or proof that application is in progress. - 5
Demonstrate that the applicant it is not solely reliant on City funding streams. - 3
Limit total grant dollars available to any one organization over time. Agencies that have reached a designated amount of prior funding (for example, a lifetime total of a to-be-determined amount of dollars in Strategic Partnership Funds) would be ineligible to apply for a to-be determined number of years. - 1
Require compliance with other North Carolina laws for nonprofits. - 4
Establish a funding cap for first-time Strategic Partnership recipients. First time applicants could not apply for a grant over the amount of the established cap. - 2
Establish tiered grant amounts for which applicant agencies can apply. Applicant agencies would have the choice of at what grant level they apply. As an example, applicants could apply for a grant at the $5,000, $10,000, $20,000 or $30,000 level. If this funding method were recommended, specific levels of grant tiers would be established at a later date. - 2
Require evidence of good governance by a board of directors, i.e. minimum number of members meet a minimum number of times per year. - 4
Set aside a portion of total Strategic Partnership Fund allocation for agency capacity building for new and/or grassroots organizations. - 4
Require that a portion of an agency’s Strategic Partnership Fund award is reserved for agency capacity building. - 4
Require that new award recipients participate in capacity building during their inaugural funding year in order to potentially access higher levels of funding in future grant years. - 2
The City is considering creation of a pilot participatory budgeting program. Please rank this strategy. (1=not important, 5=very important)?
A participatory budgeting program could leave the bulk of the funds to be allocated as determined by Housing and Community Development Committee, and would set aside a subset of funds to be allocated through participatory budgeting. - 2
If the City instituted a pilot participatory budgeting program, which applicant groups could be eligible to apply for funds in this pilot program and which groups could or should be involved in making recommendations for funding this subset of funds?

Is there anything else about the Strategic Partnership funding procedure you would like to suggest or comment about?
I do not like the idea of capping the number or successive years and organization can receive funding if they are doing good work, unless there is another funding stream for that, such as contracts with the city. I would also suggest an objective way of ranking projects that would provide direction to the organizations applying for funding and reflect the City’s priorities.
