City Council should develop a points system to assess the applications based on the effectiveness of the project, the number of people a project would help, and the priorities of the city. Organizations that have been good stewards of CDBG funding should not be excluded because they reach an arbitrary funding max. If they are meeting the objectives and priorities laid out in the RFP and properly stewarding the funding, they should be allowed to continue to receive funding. CDBG reporting is also somewhat complicated and can take a few cycles to get accustomed to.
