I really like the idea of public art as an inclusive, annual event. This is a way to involve the African-American community in a direct way, and to direct attention to a wide range of geographical locations in the city where the African-American community has established history and opportunities for growth. Also, passing on the responsibility to local artists is a good way to turn the artwork over to the community, with opportunities to adapt and expand the annual event over time (plus $10k seed money contributed toward this).

Visually engaging way to bring attention to "the Block" through rotating images of community members and collage works made by community members. I like the idea that these are images that can be rotated out, making the artwork dynamic and engaging. It also occupies a central place downtown that acknowledges the rich cultural tradition of the East End.
