    This will only be equitable if there are assisted bikes and safe lanes to use. Our terrain is too steep for the average user. You shouldn't have to be an athlete to use public systems. Also see your last question for a typo "low-coat mobility". Good luck with this. Hope it works out and gets funding. And electric motors.
